If you encounter a pet left in a hot car, here’s what you can do:

  1. Call 911. Request police, fire, and an animal control officer.
  2. Request Immediate Action. Give minimum info: location, vehicle color, type (car, truck, van)
  3. Provide Details. Report the vehicle’s location, make, model, color/description, and license plate number. Note whether the car’s windows are cracked, whether the car is running, whether the AC is on, whether the car is located in the shade. Report the dog’s breed, size, approximate age (puppy, adult, senior), and whether they are displaying any signs of heatstroke. Document everything, including: the time you arrived, the temperature outside, and any other changing conditions. Take notes and pictures.

It is neither safe nor legal to leave a dog in a parked car with windows cracked. 

Safety Risks

  • Rapid Temperature Rise: A vehicle parked in 70°F weather can reach over 100°F inside in just 20 minutes; on a 90°F day, interior temps can hit 109°F in 10 minutes. 
  • Ineffectiveness of Cracked Windows: Studies by the American Veterinary Medical Association (AVMA) and San Francisco State University confirm that cracking windows does not significantly slow the rate of temperature increase inside the vehicle. 
  • Heatstroke Danger: Dogs can suffer brain damage or die from heatstroke in as little as 10 minutes, even if the car is in the shade. 

Legal Status

  • No Legal Defense: As of 2026, no U.S. state law treats cracked windows as a "safe harbor" or legal defense against animal cruelty or neglect charges. 
  • Enforcement: Laws focus on whether the animal is endangered, not on owner precautions. In many states, including California, Illinois, and Texas, leaving a pet unattended in dangerous conditions is a misdemeanor, and "Good Samaritan" laws may permit bystanders to break windows to rescue the animal.
